PARKS AND REC PARCEL TAX

OVERVIEW

A countywide parcel tax proposed in Los Angeles County would cost property owners $0.03 to $0.05 per square foot of structural improvements, generating more than $191 million per year. The tax would be in effect for 35 years, and the rate would be increased annually for inflation.

BACKGROUND

Since 1990, the Los Angeles County Parks and Recreation District has imposed two property assessments that generate approximately $80 million in revenue annually. One of the assessments expired last year, and the second will expire on June 30, 2019. The two taxes were imposed on a flat-rate per-parcel basis, costing property owners $34 annually.
